Preheat the oven to 350°F.
Combine butter and sugar and cream together for 2 minutes until fluffy.
Add egg, vanilla, baking soda, baking powder and salt. Mix until combined.
Add flour and milk until flour is halfway incorperated.
Add chocolate chips until flour is just combined.
On a parchment lined baking sheet, form the cookies. Each cookie should be 3 tbsps worth of dough.
Bake for 10-12 minutes until edges are set and lightly golden brown. Wait to cool completely before enjoying.
